"Industrialised countries must take measures by cutting emissions in their respective countries and by funding the adjustments recommended in developing countries," he said in an address at the Southern African Development Community (SADC) heads of state and government summit here Sunday.

Suggesting the payment of an 'inclusive price' on coal, the Norwegian PM said the coal trade created incentives for lower emissions, boosts investments as well as funds and technology transfer from rich to poor countries.

Saying global challenges must be met by global measures, Stoltenberg noted: "We need a strong and efficient UN Organisation that produces results mainly on the Millennium development goals."

Stoltenberg said the world was on the right track towards halving extreme poverty by 2015, but added: "We are several years behind on the reduction of child and maternal mortality."
